It sounds like you are on the right track. I am not familiar with the tractor you are working on. Is the fuel tank above (gravity feed) or below (suction feed) the centerline of the fuel pump. On a gravity feed system you should have a fast stream of fuel draining out of the fuel line at the pump. If you don’t, you likely have a plugged line or tank outlet. If the fuel system relies on vacuum to supply fuel you could have a small air leak in the supply line or related parts causing a loss of prime. There are several other causes for the symptoms you described but this is the most likely cause. If you know you have a problem of contaminates in the fuel tank you will likely have to remove the tank for cleaning. Most repair shops have dip tanks or wash cabinets that will do a fair job on cleaning metal tanks. I have seen some dangerous ways to clean tanks by adding metal nuts and BB’s to the tank and agitating the tank to polish the insides. I won’t give any details on this because the methods I have seen could kill or hurt someone. I have not found any tank coatings that I am comfortable putting into an expensive fuel system.
