The pump is working to some degree if the filter housing receives oil. I have seen the opening of small fittings get clogged over time. If you can access the pressure gauge line, where it comes off the block, its worth a shot to remove it and see what you get, just turning without starting. The gallery that the line comes off from,(seen as a long horizontal hump in the block casting) , may have another plug that you can remove and put a real pressure gauge in.(if you can't get it in the first one) If the pressure is still low, check the manual to see if there is a screw adjustment for the pressure, If not, I might pull the pan and have a look at the screen and suction tube, I had a machine that had some water in the oil, unbeknownst to me and when it froze in the winter, I turned it over and sheared the oil pump shaft key.
