That's a common problem. The shaft is frozen up where it goes through the brake cover. Remove the screws and the brake cover( the shoes will come off with the cover)put the cover in a vise, spray some ( tool grib )around the shaft and work the shaft back and forth until it frees up, wouldn't hurt to replace the O-ring.
