Just to make sure, the right fluid you used was combo hyd/trans and filled to the mark, and if the filter you changed was an external spin-on, it was a hyd filter (not an oil one) that you filled before installing. The hyd vent is not plugged. Without anything on the hitch it still won't lift on its own.

Then it's likely the control linkage or a blockage.
