Let's start from the beginning.If you attempt to loosen the nut, (CCW), and it turns with the shaft, independent of the steering wheel, then the shaft should bottom out and you can loosen the nut. If the nut, steering wheel, and shaft all continue to turn, then you need to didassemble and rebuild the steering assembly.
