Assuming the mid-mount or rear-mount mower has its own wheels and is attached to the three-point hitch that can raise or lower it, and you want the mow-height to be determined by the mower's wheels, it's saying that you lower the hitch all the way so the mower weight is borne by its own wheels and not by the tractor hitch.
If the mower is too low when lowered all the way, it must not have its own [properly adjusted] wheels, in which case it can't float, and you control its height with the the hitch-up/down control.
