Yes, water is the usual cause. Apparently it never rains in Japan -- at least on Yanmars. Getting it out was the hardest part. Your choices now: rebuild, or replace with a new one, a rebuilt one, or one from a parts tractor.
The Hoye site has a section on steering. I heard they have an assortment of rebuilds and were getting a big stock of custom new ones but I don't know for what models. Or any dealer can order a factory new one, or get you the parts.
