Why haven't you been able to bleed the lines? Loosen the bleeder before the filter and bleed til only fuel comes out, no air. Do the same for the bleeder just after the filter, then do the same for the one on the fuel pump, then start the tractor. If it fails, repeat the process. You should never have to bleed the injectors.
