No biggie; the underhood temp changes and vibrations can weaken any small fitting. Tightening the bolt might work depending on the type of fitting, but don't overdo the attempt. It's not under high pressure, so you could clean and dry the area thoroughly and pack it with a name brand "quick weld" epoxy-type product and let it harden (works long-term about half the time). Best, any car or tractor mechanic can easily replace it.
I wonder if the thin tube is for instrumentation, such as oil pressure. Can you trace where it goes?
You could sketch where it's leaking and ask the seller if he'll replace the fitting, but it depends on distance, if it's a servicing dealer or a private owner, and the warranty.
