Subframes take various forms but could be, though I couldn't make out what's at the back. (If the right-side vertical hitch arm is thicker than the left because it has a crank adjuster on it, that's a handy extra for grading.)
The below average cosmetics would knock $2-3k off the value. When done, find who does construction-machinery auctions in your area and ask who does their sand-blast/paint jobs. With that and new rubber you'll likely make a profit.
