Your specs seem appropriate for your plans except if you'll be moving that dirt (and getting a hoe later), you might want a box blade and more HP.
The grey-market models you mention are good value, but other makes may be better designed to take a hoe.
You'll still have to deal with two compromises. Tires should be ag tread for hill-traction and excavating, but turf tread for finish mowing. And the more the ground clearance the more immune to getting stuck but the more prone to roll over.
Final piece of advice is not to get a bare tractor with the idea of your installing a loader later -- that's not a DIY job.
