There's a stop-valve in the seat area that you could try opening (counter-clockwise). Unlikely the problem, but is the fluid the right kind and amount and the internal filter clear?
Then we get into the complexities of blocked passages or stuck valves. There's a rear-hitch trouble-shooting guide on the Hoye Tractor site, and they also sell English manuals for common grey-market yannies.
