"Top end" means head, so can you ask if the head gasket was replaced in that work?

I doubt it's a governor problem. Some white smoke can just mean a cold engine, but a lot could mean low compression, which might call for new piston rings. Maybe a nearby reader can recommend a shop that does Yanmar work.
