Before draining, do you have the right kind and amount of fluid? What wasn't working? When was the fluid last changed? Does it look milky (which is caused by water)?
There's an internal filter you pull after draining, clean, put back. Does yours also have an external spin-on (looks like a large oil filter)?
Set hand throttle to almost mid-speed. Tranny in neutral, clutch pedal down. Operate decompression control. Hold key at TS for 20 sec, turn to start, after a couple secs of spinning release the decomp. If doesn't start in 10 sec let it cool. If it does, reduce throttle to minimum idle, gradually let pedal up, let it warm a minute.
