Sorry but I don't have a clear picture of the problem.
It won't move, but you still engage various gears or ranges? Could the brakes be locked? What happens when you put it in gear and let the clutch out? Or could it be the clutch that's stuck?
If you don't touch it while it's running, the engine-speed varies? How much? The "lift" that works is the rear hitch? Is the mower still attached to the PTO?
