JR, I had what appears to be the same problems some years ago with my YM1810. If your's is like mine, you'll find that the years spent sitting in a storage locaton in Japan is the root of the problem. I was lucky to have a friend in the auto repair business who had the jack stands and the clutch guide. What we found when we broke the tractor apart was:
1. The Clutch Plate was fine and we cleaned it good and used it again. The Throw-Out Bearing was a rusted-out mess. I ordered one in and found it to be fairly expensive. The bearing was the problem.
2. The Brake Pads were greasy due to the seals being dried out and otherwise fouled up. We cleaned all the oil off the pads and they were fine. Replaced the seals and have had no more problems.

In short, you really won't know until you break the tractor apart. Be careful to have the front and back halves safely supported. Also, be sure you don't foul up and turn the crank to quickly and start the engine.
