I suspect the internal filter screen is clogged.

It’s not unusual for a fresh hydraulic fluid change (and a clean screen) to dislodge debris from the bottom of the reservoir. Fluid surges from your pump and gear cavitations will agitate the fluid and stir up ’junk’. Both pumps utilize the same reservoir so I suspect the screen is strangling hydraulic flow.
