To confirm what it is, when running, pull it out and see if that stops the engine. If so,
It's the decompression control. Diesels have high compression, so it's a strain on the battery and starter to spin when cold and trying to start.
To start: Pull the lever. Spin the engine for about two seconds. Keep spinning and release the lever. Easier start.
