Doesn't sound good. You didn't answer my other questions. Also, before you set the new HG, did you check both mating engine surfaces for trueness and freedom from imperfections?
You didn't give the tractor model. Some HGs look similar front and back but there's a tiny difference that must be respected; installing the wrong way causes leaking.
Could be several other things but I'd check for gasket blow-by before running it further. Look for coolant in the engine oil or oil in the coolant. Some diesel shops have sniffers that can test a coolant sample. Good luck with this.
