Adding to my last paragraph, if the pump's managing to push 500 psi, that's enough to slowly lift an empty bucket. But loaded to its rated capacity (which I don't know but it should be able to handle a full load of sand or gravel) it would need nearer to 3000 psi. in the system. So given your observations, I'd let it warm, fill the bucket, rev to redline, and then see if it lifts.
