A 15HP diesel will do everything that a 30HP will, but take twice as long (and use more fuel), so choose between those extremes.

Since you didn't mention lawn mowing, get ag rather than turf tires; with a loader, 4WD is called for. You can get the rear attachments any time (though package deals are cheaper) but you want the FEL already installed.

What kind of grading attachments (spike roller, gannon or box blade, scraper blade, and others) depends on the details, so maybe bring a tractor guy to the site.
