Yes and no. Your PTO will turn even a 6" chipper at full speed, but regardless of the chipper size your engine will bog with hardwood, fast-fed branches, or anything much over 2 inches. Chippers are necessarily heavy and mounted rather far aft, so your hitch may not be able to lift it, and if it can, when moving it you'd have to drive very slowly to not snap something. But you could mount large castor wheels and pull it.
