Because it could be a smaller one that's worth less, or they're not sure and are guessing, or whoever sold it to the dealer pulled a fast one.

You asked how many hours are on it? The meter won't tell you that. Its purpose is to aid maintenance.

Assuming this would be your first tractor, your telling what you plan to use it for could help us advise you better.
