Generally you try bleeding first. There are likely two more sites forward of the fuel filter housing.

But a good diesel should be able to sit for two years and then start right up, so it might be something else. If you mean there was no change when the lever was out, maybe it's stuck, and no compression is being allowed even when you release it. Follow the lever forward and check.

There's a reason why you don't see clear fuel lines in a road engine.
