Had this happen a couple of times. Easy place to start is pull and clean the filter after draining the fluid. Most often it will be a cloged filter. Filter is inside a plate, bottom of tractor, plate if heald on by 3 small bolts. Clean, refill with fresh fluid and give it a try.
