If you see bubbles after following Danny's advice, there could be a hairline crack on the filter bowl. Hold a drinking glass under the bowl; that is, put the bowl in the glass. Pour diesel into the glass so the bowl is surrounded by fuel. Bleed and start. If NO bubbles, replace the bowl (or try removing, cleaning, and coating the outside with epoxy). If there ARE bubbles, there's a crack at the top, or the O-ring isn't working.
