White 1370 3PTH malfunctioning

Have a 1370 White tractor where the 3 PTH is not lifting or lowering. I have cleaned the hydraulic filter and the 3PTH moved properly up and down (not necessarily to spec as to speed) and then stopped again. Occasionally the hitch will jerk upward a bit and stop and then again etc. Question - what would be the possible causes of this? What major parts would be involved and the difficulty in repairing the necessary elements.
