Probably a dumb question, but do you have a live PTO??
The PTO on my 2-60 turns slowly even when the PTO is disengaged due to the oil moving around inside the gearbox. It doent have any real power, but it still turns.
If your PTO is disengaged it might turn slighly for the same reason but wont have any power until you engage the PTO
