Have similar problem with 1800. Rebuilt carb (with really crappy kit obtained locally) and got no better. Thought it was starving for fuel from plugged tank outlet. Suddenly, problem has 'fixed' itself, but now suffering from what seems to be a high float level. Starts with no choke and blows black smoke all the time, except at very high RPM. Noticed fuel weeping out around the big brass plug that covers fuel inlet screen. I'd be careful about setting the float too high. Needle& seat are more likely stuck than leaking by.
