Had similar problem. The fuel rail in injector pump was stuck. My tractor has the Simms punp which has a plate, when taken off the fuel rail slides side to side. You need to drain the pump of it's own oil supply and refill it when assemabled back together. You have to take the fuel trottle cable off and try moving the kill switch.
