It sounds to me like the cylinder is a lift cylinder for an older tractor mounted front end loader. Many of the older loaders used a single cylinder mounted vertically on the front of the tractor, with a pulley on the top, and a cable running through it, which was then attached to the loader frame. It was a somewhat crude arrangment, but it worked. You might do a web search for Hastings, Nebraska, maybe you will find someone that knows part of the history of the Western farm equipment company?
