If you have an engine compression guage you can check the engine. If when you put some oil in the cylinder and the compression goes up then it is the rings. If the compression stays low then it is the valves.
I take it by "the valve is froze" that you can't move it. The valve stem probably has rust on it. You may be able to polish the rust off. Otherwise you should be able to find a valve that works at a hydraulics store. May not get an exact replacement, but should be able to find one that works.
