I use the best method that will allow new paint to adhere, with the minimal amount of metal removal. So there is no one way to go here. Some parts will need to be sandblasted, some will require a little hand heal sandpaper and a wire brush. Steam cleaning or power washing really isn't the best method to prep for paint, but it will remove the dirt that absolutely needs to go before repainting. But don't be overly aggressive, and blast away the original decals, or grind off important parts' numbers, and serial numbers. I don't know what condition your tractor is in, but in some cases, a thorough but not damaging cleaning, and a good buffing of the paint can be all that's needed to make a tractor look pretty good. Some machines need a lot more done to bring them back to their glory days.
