Your rear mower was designed to run with the PTO shaft turning at 540 RPM. I have no data infront of me, but suspect your mechanic is closer to right in saying that 2100 RPM engine speed gives 540 PTO speed. They are almost ALWAYS set to run below the engine red line and at or near the peak of the engine's power curve. The previous owner may be one of those guys that everything must run as fast as possible and that's why he recommends running at red line. In my experience, the typical old time farmer ran his tractors at the slowest RPM that still got the job done, saving fuel and wear and tear on the machinery, but constantly running implements with the PTO spinning faster than the 540 RPM design speed is not a good idea. I strongly suggest you get your hands on an owner's manual and check out what the manufacturer says.
