this tractor is a touch before my time, but am guessing it was built in May 1970 by the Unit #. It should have a 2 stage clutch, press the clutch pedal down, the top part of the travel is the traction clutch, then about 3 inches from the bottom it should get stiffer, and the last several inches of travel is the PTO clutch, if this is the case, limit pedal freeplay to about 1" at the pedal, and the pto disc is likely rusted to the Pto flywheel/pressure plate, unsticking it can be a pain, yu need to be able to load it with the clutch released (pedal down), and hopefully it will let go before the engine stalls, or split the tractor and tear down and clean, always a chance something broke on the clutch, or out of adjustment internally to prevent proper operation
