Hey Paul,
The clutch can be adjusted only through the pedal. 3" of free play could be causing your problem. Pick up and I&T IH-201 shop manual and it will tell you how to adjust you pedal. Sounds like you have dual clutch since the transmission shifts fine but the PTO grinds.
The coupler, which International calls a "splined clutch" is what moves back and forth inside the tractor when you move the PTO shifter to engage the rear shaft. I believe it generally requires the removal of the top cover to replace.
