You asked if the catagory applied to the tractor or the attachment, the answer is both. The tractor is sized by catagory as to it's lifting ability and hp to pull attachments. The smallest I know of is catagory "0" typically seen on garden tractors. The next larger size is catagory "1" which includes the majority of tractors made on the 1950's-60s. As tractors got bigger and more powerful, the catagory "2" hitch came out followed by the catagory "3". With your tractor being a cat. "1" getting cat. "1" attachments is reasonable assurance that the attachments will fit, and not be to much for your tractor to operate. But always check HP requirements of attachments to be sure you are operating within the limits of your machine.
