you can only have power to the exciter post on the solenoid when cranking the engine because that is what sends the gear out onto the flywheel. If you have power to the exciter post while the tractor is running it will stay engaged. if there is no power to that post while its running and the starter is still engaged then the solenoid is probably stuck out and the recoil is broken, or the solenoid is shorted. If it was a rebuilt or reman starter, this is likely, either way i would take it back and get another one.
