It sounds like to me its probably an electrical issue, but could be mechanical. Flashing light indicates a problem. I believe your PTO is electrically switched on/off. If you have a mechanical lever to engage the PTO then the plates probably self destructed and that requires the rear end housing (where the drawbar is located) to be removed to sevice the clutch. If you have a switch on the right hand console to engage the PTO then i would first check the fuse. If that fuse is good, i would next turn the key on to the run position and with a volt meter check for voltage at the solenoid, which is located on the top of the rear end cover. If you have around 12V at that plug, then test resistance (ohms) across the soleniod. There are usually about 0.5-2 ohms of resistance on most coils, i do not have the spec, but there should be some resistance, no resistance means the coil is shorted out, which should cause the fuse to blow, but not always. no power to the soleniod or the fuse blows again, then you either have a faulty switch, or some bad wires that are touching or contacting ground (the frame).
